In order to demonstrate their incomprehension and dissatisfaction, Hervé Morin, President of the Normandy Region, Marc Lefèvre, President of the Departmental Council of Manche and Jean-Marc Julienne, President of the Syndicat Mixte de Maison de la Normandie et de la Manche, have decided yesterday to close their representation in the Channel Islands.
Since the announcement of Brexit and the end of the Granville Bay agreements on December 31, 2020, Presidents Morin and Lefèvre have endeavored to maintain a sustained and constructive dialogue with the Jersey Ministry of Foreign Affairs so that Manchese fishermen can continue to operate under the same conditions, even if it was now up to Jersey to award fishing licenses. A first crucial deadline fell on Friday April 30: the issuance of licenses for units over 12 meters that can justify at least 10 days of fishing in Jersey waters over a period of twelve months in the last three years. NORMANDY AND LA MANCHE CLOSE THEIR OFFICES IN JERSEY AND ASK THE EU TO INTERFERE ------------In order to express their incomprehension and dissatisfaction following the latest decisions concerning fishing licenses, Hervé Morin, President of the Normandy Region, Marc Lefèvre, President of the Manche Departmental Council, and Jean-Marc Julienne, President of the Syndicat Mixte de Maison of Normandy and La Manche, have decided to close their representation in the Channel Islands. In an official statement Jersey published a first list of 41 boats; the armaments concerned received their license by email. But upon reading the document, Jersey imposes, against all expectations, inexplicable conditions: number of fishing days (from 7 to 170 days per year depending on the boat), restriction of fishing gear and closure of the area. “At no time, during the numerous exchanges that we were able to have with Ian Gorst, Minister of Foreign Affairs of Jersey, was there any question of additional criteria subject to the issuance of licenses“, explain Marc Lefèvre and Hervé Morin. "We ask the French Government to intervene with the European Commission so that the terms provided for in the trade and cooperation agreement are respected and applied".------------------------------------------------------------------------------ In 1995, the Lower Normandy Regional Council and the Manche General Council opened the Maison de la Normandie et de la Manche in Saint-Helier. This initiative, managed in the form of a mixed union, had received the approval of Mr. Alain Juppé, then Minister of Foreign Affairs.
